How OPRL is preparing members for upcoming EU labelling changes

We’ve had a number of conversations with members about the mandatory waste sorting labels that will be introduced under the Packaging and Packaging Waste Regulation (PPWR), so we wanted to provide an update on where things currently stand.


In January 2026, the Joint Research Centre (JRC) published its recommendations for the design of the harmonised EU waste sorting labels (see image below). While these recommendations give a strong indication of what the labels are likely to look like, they are not yet legally binding.

The next key milestone is the publication of the PPWR Implementing Act, currently expected on 12 August 2026.

Current proposals indicate that producers will have two years from publication of the Implementing Act to comply. Although legislative timelines can change, we are monitoring developments closely and will keep members updated as soon as further information becomes available. 

What is OPRL doing to help members?

In response to requests from members, we have already begun developing the framework for an EU labelling tool. Although we cannot finalise the tool until the Implementing Act confirms the requirements, starting this work now will enable us to make the tool available to members as early as possible once the legislation is published.

We recognise that updating packaging artwork across product portfolios within a two-year implementation period will be a significant undertaking. Our aim is to provide members with practical tools and guidance to help interpret the new requirements, generate the correct labels and support a smooth transition to compliance.

Alongside the development of the tool, we will continue to monitor legislative developments, engage with policymakers and industry stakeholders, and keep members informed of any changes or new guidance as it becomes available.

What does it mean for mandatory labelling in the UK?

The UK Government has previously indicated that it intends to introduce mandatory recycling labelling. At this stage, we expect the UK approach to align closely with the waste sorting labels introduced under PPWR, although the extent of that alignment has not yet been confirmed.

We’ll continue to engage with government, regulators and industry partners as the policy develops, and we’ll share updates and guidance with OPRL members as soon as more information becomes available.
