Flexible Plastic collections delayed until 2030: What it means for packaging and recycling labels

The UK Government has announced that the introduction of mandatory kerbside collections for flexible plastic packaging in England will now be delayed until 1 April 2030. The collections had previously been scheduled to begin from 31 March 2027 as part of the Simpler Recycling reforms.
The decision follows concerns raised by local authorities and industry around whether sufficient sorting, recycling and end-market infrastructure would be in place to manage the significant increase in collected flexible plastics.
While this changes the timeline, it doesn’t change the long-term direction of travel. Flexible plastic packaging remains a key focus for the UK’s circular economy ambitions, and work to expand recycling infrastructure continues through initiatives such as Flexible Plastic Fund.
Why has the delay happened?
Flexible plastics, including items such as bread bags, crisp packets, frozen food bags, wrappers and carrier bags, have long been recognised as one of the biggest challenges in UK recycling.
Although collection trials have shown that households are willing and able to recycle these materials, concerns remain about whether there is enough UK infrastructure to sort, process and recycle the additional material at scale.
The additional three years are intended to allow government, local authorities and industry to:
- Build additional recycling infrastructure
- Develop sustainable end markets for recycled flexible plastics
- Give local authorities greater certainty when planning services
- Support investment across the recycling supply chain
What does this mean for business?
For organisations placing packaging on the UK market, this announcement may alter some future planning, but it shouldn’t halt progress.
Businesses are still facing a rapidly evolving regulatory landscape, with pEPR, the Recyclability Assessment Methodology (RAM), Simpler Recycling and wider packaging reforms all continuing to shape packaging design decisions.
Designing packaging for recyclability remains just as important. Businesses that continue to improve the recyclability of their packaging today will be better placed as recycling infrastructure develops and future regulations come into force.

For OPRL members, it’s important to remember that current OPRL labelling guidance remains unchanged.
Packaging should continue to be assessed against the current OPRL Labelling Rules, which reflect today’s collection and recycling infrastructure rather than future planned collections.
